The doorframe exploded beside my face and bullets crashed and screamed around me.

Thus, the indomitable -- and modest -- master criminal, spy, adventurer, and all-around interstellar troublemaker James Bolivar DiGriz, a.k.a. the Stainless Steel Rat, launches into his latest and wildest escapade -- one in which Slippery Jim finds himself in the unlikely position of voluntarily doing something constructive for society.

It all begins while Jim and his lovely and lethal wife, Angelina, try taking a well-earned rest on the planet Blodgett after saving the universe . . . again.  Everything is calm and peaceful and so, so boring.  So, when a stranger is murdered while trying to contact Jim, they welcome the diversion.  From the Special Corps, the supersecret agency for which Jim reluctantly works, he learns that the dead man was from Paraiso-Aqui, a beautiful, tourist-trap, banana-republic world ruled with an iron fist by the greedy and corrupt tyrant General-President Julio Zapilote.  The unfortunate man was a member of the Paraiso-Aqui underground who had risked his life to sneak off the planet and seek the aid of the one man who might help them, the famous Stainless Steel Rat.

On a fact-finding visit, Jim discovers that though officially a democracy, Paraiso-Aqui had fielded only one candidate in its elections -- Zapilote.  In fact, the 200-year-old dictator gad won for 41 terms straight!  Well, Jim figures, if an election can be rigged one way, someone with the right know-how, with a devious mind and a nefarious temperament, just might turn the tables on the crooked Zapilote.  And who is more knowledgeable in devious and nefarious work than Slippery Jim himself?  The fact that Zapilote would do anything to prevent opposition doesn't daunt the Stainless Steel Rat.  With the able assistance of Angelina and their twin sons, Bolivar and James, Jim infiltrates the police state to engineer the most wildly, blatantly, enthusiastically corrupt campaign the galaxy has ever seen . . . .  And the result surprises even him!
